Our throttle had the same problem. Our dealer warned us of the issue and that after break in it would improve. Now with over 200 hours on the boat the throttle is smooth as silk. It took about 20 hours for it to get noticeably better.

On my first trial ride with the dealer I kept thinking it was in neutral when it wasn't. However I think it was my own dumb fault. It does react differently than my old boat though. Will take some getting used to.

Any updates on this issue from anyone? I talked to the dealer and they are aware of the issue with the throttle/neutral sensor issues. It still does it, but I just wiggle the throttle and then it starts. Just alitte annoying, seems like some factory defect. I'll be taking in the Z3 this week for the 20 hour service and then get some other issues fixed that are messing up. I'll fill you in if they find anything that can repair this issue.
