I'm sure someone thought of this but how much thought has been put into a dual TAPS system, or basically two plates instead of one... one on each side to help the boat list for surfing? Just a thought. To get it to assist your ballast, drop the plate on the non-surf side. And when not surfing, this would also have other benefits like keeping your boat level no matter where the passengers are on your boat. Just drop the plate down on the low side to raise it.
This is what I used to do back when I had an I/O. We wouldn't surf from it but it really helped correct boat list and clean up your wake on your favorite "jump" side if your load was off.
The only thing I could think of how this won't work is you would loose adjustability directly behind the center of the boat which could screw up the whole convex hull design. By that I mean since the surf side plate may have to be fully up as to not mess up the wave, you won't have as much control over the push of the center portion of the transom, just the opposite side? Not sure I'm making sense but hope you get the idea.
