What is this? One part is glossy and other part is dull

It is hard to tell by the pic. Has that boat been used in salt water? It looks like hard water stainig. Try some vinegar to see if it will loosen it up and clean off. Be sure to wax later. It also may need that the boat get compounded and buffed out. More details and a better pic or two may help.

I agree. Looks like the previous owner left the boat in the water and the only way to remove the scum is with an acid based chemical? If the acid wash isnt followed up with a proper waxing to replenish the gelcoat you will get that wierd chalky pattern. It could also be an attempt at wetsanding? Either is elbow grease fixable just lots of stages in waxing.
