Fuel Gauge Problem

2000 2300V Limited. Since we have had the boat for a week now, I noticed the fuel gauge is not working. It always shows full and occasionally will bounce to the actual reading before going to full again. Is this a ground issue or something else?

I thought mine was messed up too, it does work but it stays on full for a long time then will start to go down, when it gets below half I wouldn't head too far from shore because it's almost empty.
