Nav Light Circuit Keeps Popping - New R20

My Nav lights were working the other week, but as of this weekend the circuit keeps popping every time I switch the rocker on. It pops if I switch the rocker in either direction.

Last week my boat was in the shop to get the board racks welded back on because the R20s had an issue with a bad factory weld on these towers. Could the welding have made the tower hot and melted the nav wires inside the tower?

The fact that the breaker pops when the switch is in the NAV and again when in the ANCHOR position tells me that the short is in the anchor light circuit as its on in both switch positions. Yes, I could see the welding melting the wires insulation and allow them to to touch and now short.

Pull the bulb and disconnect the circuit from the switch and test the circuit for continuity. I'll bet it shows continuity when it should be an open circuit.
