Switch has power, so the problem is from the switch out. Do the helm lights illuminate? Is it just the front NAV or is the anchor out as well? Could be as simple as bulbs.

Nothing illuminates. Is there a fuse somewhere in between?

If it's my bulbs, do I replace them from the outside of the boat or is there a way to replace them from inside the hull?

Is there a row of breakers on your dash? with ne labeled NAV lights? If so, try reseting it.

Could be either way. Of its a top mounted NAV light, the housing may come off. If they are side mounted, I bet the socket pops out from the back of the light housing.

I just purchased this boat used and I'm still becoming familiar with it. So the small round rubber buttons below the Nav switch is the breaker? When I press it, it feels like it's not doing anything.

My Nav lights are side mounted.

Sounds like your breaker is bad.

Yes, thats the breaker. As Skippa notes, it could be a bad breaker. If it was tripped, it would be extended out and should click when pushed in and resets. One other possibility is that your boat has the breaker module assembly that was used in the early 2000's models. This breaker modules are known to go bad, but usually every accessory on that module stops working. A 12V test light would be an asset in this case to chase down where the power stops.
