Thanks for the replies everyone. I was a little off in my initial description of the water being 1"-2" from the top of the tire. The red line in the picture is the most accurate depiction of the water line.
Five, the interior door sill (floor board) is actually 4"-5" above the bottom of the physical exterior door. That would explain why the water was just below the floor board. The redline on the picture is roughly where the floor board is. So I slowly pulled the door closed and the extra 4"-5" of exterior door pulled just some water in like a paddle almost.
