Part 1:
I have E-Series tower on our 07 24ve and haven't bought surfboard racks yet. When I bought my board(s),(Blue Lake and IS Squirt) I also bought a board bag. While the squirt fit in a board rack, the BlueLake didn't, so I would to store them in the rear lockers, but was a hassle to wedge in, and I'd have to move them...and the lifejackets when I'd want to fill the ballast on either side.
Part 2:
For my Ford Expedition, I have a extend-a-platform/shelf that goes into my 2" hitch to carry stuff like coolers or other large things, bought at the uHaul store, and it came with a nice stretchy cargo net.
I put the cargo net up between the tower supports to make a cargo-hammock, hook the board bag handle over the tow point and I can now keep my board up out of the storage lockers. Worked really well.
Also acts as a mini-bimini.
Pic 1 is the cargo-net-hammock.
Pic 2 is the board bag on the hammock, with the handle looped over the tow point.
