The propaganda on these little beasties never seems to amaze me.
In Utah, they found 1 mussel in my local lake (Sand Hollow Reservior), and have never found another since. But the lake is considered dirty. They say that I have to have the boat out of the water and DRY for 30 days before I can go to the lake that is 10 minutes away. In the summer, it drops to 7 days of dryness before it can go back. So if it has been 10 days in the summer and I have a drop of water in the bilge, the boat still cannot go to any other lake. This has created a lot of heartache.
Over the last couple of years it has varied between 7 and 30 days as to how long they can live out of the lake without a fresh water source.
The decontamination procedure consists of spraying off the hull with hot water...neglecting the engine and ballast. Clueless.
To answer the OP's question, I think that chlorine kills them too, or flushing with antifreeze would do the job also.

I've never had to deal with this before. The scare at Tahoe really doesn't effect me as I just go on my buddy's Tahoe only boat. I use mine on the rest of the lakes. There has been no official presence by any authority at any of the lakes I go to yet. Just curious as to how they check and how do I avoid the fees.You'll get your chance, smart guy.
