Need new rudder box +/- a rudder. Any sources?

I think my rudder box is toast. Essentially, I just changed my steering cable and it is still very still under load but turns fairly easily while stopped.

Do I need to replace the box and the rudder at the same time or can I just get a new box and pop the old rudder back into it?

Any insight into getting smooth steering back is appreciated
