Texas owners - register trailer ?

I went to register my trailer today and they told me because the GVWR is over 4,000 pounds I need to get a weight certificate and an inspection...but they don't know where to get an inspection.

Anyone know what they're talking about? Or where I can get an inspection in the Austin area as I'm assuming most places that inspect vehicles are not going to inspect your boat trailer.
