STEREO?

For some reason the stock JVC deck in my 21i RE will blink when Turned on. I need some help trying to figure out what the problem is. The blinking of the deck will cause the speakers in the boat to make a popping noise until the music comes on. It usually does this for about 5 seconds then everything will work fine until I turn the power off and then the whole thing starts over again once the radio power is back on. Please respond.
