On a normal day, with no water over the bow, is your bilge suppose to stay dry, or do boats normally let a minimal amount of water in.

While in the water inspect where its coming in.
It could be a lot of things. Rudder mount, prop shaft, any thru hull fittings, ballast lines, lots of stuff.
The shaft seal is the common culprit but depending upon if you have a seal dripless or an older drip style will depend if you can work on it.
