I dont know what the NMMA/ABYC standards are but I'm going to guess off hand that the wall thickness of plastic fuel tanks and likely either the molding process or materials are all part of the equation/standard.
Can't think of a single plastic inboard fuel tank leak that didn't come back to a fitting, gasket, hose at a fitting leak etc. Only plastic tank leaks that I've experienced are related to other causes...like a loose motor mount wearing its way into the tank.
Welded aluminum tanks have been a different story in my experience.
Moeller is kind of the #1 in marine fuel tanks if you wanted to take a deep dive.
