We have a 17’ R21 and I originally thought the steering cable was bad so we had that replaced over the winter and now the steering is still hard. I have heard that these 17’ had rudder housing issues and may need to be lubed to correct the hard stealing? Is this something that I can do myself?

I believe your R21 has a grease zerk like my Z1. Climb down in port rear compartment. Remove petition between the engine and compartment. With a little flexibility and some 4 letter words, you should be able to get a grease gun down there to hit the zerk a few times.
I removed the cable and had someone move the rudder back and forth while I juiced it. There was a significant improvement in rudder action.
Also, I use a veg based water grease. Not sure if that matters as much as using a marine based grease. I think greasing with anything at regular intervals is better than nothing.
