2013 RZR taps plate not moving

Just purchased this RZR and the seller told me about the taps plate not working. I’m just starting to troubleshoot this and looking for some advice.
The switch on the throttle when activated, I can hear a relay clicking under the dash but that’s it. Is this a hydraulic system and if so, where is the pump located? Any suggestions? I assumed since the relay clicks that the switch is working.

A little late…
my 2011 it is in the back by the starboard battery. Mine was low on fluid from factory. Had to top it up. It is a pain in the *** location.

Thanks! I did solve the problem finally. Took the whole self contained hydraulic system out and apart. The electric motor that drives the pump had seized up. Broke it loose with a screwdriver and it spun freely, so I put it back together and it worked perfectly. About a 15 min fix and didn’t cost a penny!
