You are correct, I drain 10 to 20% out of a full bag. I always fill all of the bags until the spit out of the overflow. Then I drain 10 to 20% out of the non surf side to lay the boat over. It all depends on the number of people on the boat and how much list I want. Surf side rear bag is always 100%, non surf side usually is between 70 and 80% full. I did pick up 200lbs of lead this winter, and I am going to play with that as soon as the boat hits the water.
