With the gauge at 2% I can only put 41 gallons in it. I have filled up 6 times and can never get more than +/- 40 gallons in it. Is it the gauge being off 25% or an issue with venting? I have tried many different ways off filling it and it never seems to have a venting issue but I do need to get this figured out.

Tige purposely has the gauge show empty long before it really is. However, I think 25% is more than what is normal. I open both fuel caps while filling. You can really hear the air coming out from the open cap not in use. Also, try to park bow down while filling. -
Open the other cap and once it clicks hold down the handle half way to slow down the flow. Some boats are much worse than others.Comment

Agree with the fellas above. I have to super slow pump the last 10 gallons in, which is a pain.
