i have a black tige and the lower half of the back is not as shiny as the rest of the boat any ideas what to shine it up with

I used Meguiars MEG-M4916 OXIDATION REMOVER and elbow grease on mine...You've got polishers and buffers. Polishers need to be variable speed so you dont "burn" the gel-coat or clear coat (on a car) and are for the first couple of restoration steps. They are best used with a course then fine eggshell pad and going from a rough to fine compound. Buffers typically have a fixed but medium RPM, and are often orbital. They are best for waxing stage and used with a wool covered pad.
So, for the restoration of a dull boat or car, one will need a polisher.
