Taps 2 plate acting weird.

Actuator is new (less than 2 years old). Works perfectly out of water. Works perfectly in the water when standing still. When moving at surf speeds under full load it won't move up. Will go down but not up. You would think it would be the opposite. Any ideas?

What year is the boat? If its a bennett system I would check the fluid level.
