The Jabsco ballast puppies in my boat are located in a spot that allows about 1-2 inches of clearance above the impeller cover. That creates a lot of difficulty to get the impeller cover off to check their status. The screws that hold the impeller cover on are flat blade screws. I have a short screwdriver, but it is still difficult to get the one furthest to the transom off. That means that I am not going to be able to get it very tight either.
I am going to swap them out for stainless bolts. Then I can get a wrench on them pretty easily. I know they will be snug and I don't have to worry about how I am going to get at them.
I can't find any brass bolts, but I have arrived at the conclusion it really doesn't matter. I have stainless screws on the bottom of my boat holding my brass through hulls in place. Does not seem to create a problem unless the stainless is poor quality and starts to rust. I'll let you know in a year or so next time I burn up an impeller if I get things stuck on there so tight I can't get it undone.
