I always use my straps. You never know when you may have to swerve into a ditch to avoid an accident or something. I once had a friend make fun of me stating that if 4500 pounds comes off the trailer I've got bigger issues than my rear straps. I just look at it as a seat belt for my boat. It can't hurt, and I think of many potential scenarios where it may help.
We have never had a problem with towing very long distances. 5 hours maximum at most so far.
We have had the boat slide to the side at most 1 inch when we had to swerve, but for the most part we've been fine, and about 90% of the time, we only tow It a couple hundred feet the the launch ramp.
A while back I saw a picture of some poor sap's Moomba splattered all over the road because of a trailer accident. The straps shredded like if they were paper.
Nevertheless, I keep mine on all the time when towing. You just can't be too careful.
I don't tow much, so it's not much trouble for me.
california highway patrol requires it. i've never heard of a ticket being issued but with my luck i'd find that one chp guy that is in just that kind of mood.
i know a guy that floored his gas pedal from a red light after leaving the lake, the winch lock broke and the boat landed in the middle of the intersection. pretty sure the straps would have saved the day, boat running gear, a ton of money and alot of embarssment.

Only time I strap mine is on longer trips. I only live three blocks from the landing. We did have a member from our club hit some train tracks pretty hard, the boat lifted and broke the axle on the trailer. What a mess!!!!
If I tow long distances I put a strap over the ski locker on the back for my 2150i. This model has a tendency to have the ski locker flip up at speeds over 50mph.
