The 2005 24v is rated for 12 the 2006 24 Ve is rated for 16. How do you add a rating of 4 more people in basicaly the same boat?

We had one guy out on the lockers and got pulled over by the utah state parks and rec officer and got a warning. Its against the law in utah to have any one out of the seating area when the boat is underway. I had about 1800 in people and 1200 in ballast this weekend in my 24V and it was just right
