Just an observation but, looking at the hard water spots on the hull and the corrosion on the scupper, that RV shitter valve could just be stuck from salt build up. However, if it is, the rest of the system is probably ready to disintegrate as soon as you mess with it. Wires, pumps, hoses, maybe even the sacs. If it’s spent 10years in salt, yikes.
You'll get your chance, smart guy.

Best advice, GUT IT. Remove the scoop and gate and go with a mushroom.
I think I’m going to try what a coworker suggested. He said to just flip the scoop around and install it as it should have been installed. It made complete sense to me. I’m not super concerned with being able to fill underway and at idle the water will still be available to the pumps. It was one of those suggestions that was an eye opener for me. Sometimes I just get so wrapped up in a problem that I overthink it and over engineer it. Unscrew it, pry it off, clean up the old caulk and recaulk and install. Boom! Done.

Hopefully you don’t see an issue with my new idea?!?

No salt. Just Utah hard water.
