Did you put all the peeps in the rear end? Try to have some weight up front too. I would imagine that the 22i would be surfable based on the bit of wake testing I have done (I have fat friends and am pretty fat myself)
I had roughly 600lbs in the rear, 200 on the step through seat and 225 in the front seat. The wake was purdy massive and long.

It can be surfed with no ballast but like b/w05 said you are right on the swim platform and you can’t really maneuver very much. The more weight you use the bigger and longer it gets. Because it is a DD and has taps I would just try to put most of the weight in the back corner of what ever side you ride on and use the taps to keep the nose down. I have noticed it makes a better wake when the taps is on a lower number. Like 2-4

I have the same boat...no ballast. Can't surf without the rope even with a couple of 200lb guys in the boat on surf side. Best wake I can get is going 11 mpg with Taps on 2...higher taps or slower speed washes out the wake. Was thinking about buying some ballast for the back locker. What fits in that? 400lbs? Let me know if that is what works for you...wouldn't want to buy and then still not be able drop the rope.
