Mainly we wakeboard, have one or two that like to surf a little so looking into more ballast... already have the 900 lb factory; dealer said he would install everything I wanted. So my question is what would be the best set up for wakeboarding primarily and maybe a little surfing.

I would consider using a W707 (20x20x50 & 750 lbs when full) for the walk-way, and a pair of V-drives, W701 V-drive sac set (16x16x42 & 400lb's ea) for the rear lockers.

Assuming that your dealer is going to install an automated system, I would recommend a W707 in each rear locker that you only partially fill for wakeboarding, but fill completely for surfing. That will allow everything to be controlled from the dash, without the need to swap bags depending on what activity you're doing.
Up front a W711 Integrated Bow Sac would probably be the best fit in your boat, and offer great weight distribution to maintain the correct shape wake so that TAPS works properly.
